So in BP we see Shuri refer to 'fixing up another broken white boy' when Ross is brought to her, which is a clear nod to Bucky being dropped off in Wakanda for freezing/healing at the end of Civil War. Then in the post-credits scene, we get a glimpse of what that rehabilitation has involved - Bucky is unfrozen, and seemingly living amongst the Wakandan people, known to local children as the White Wolf. When Shuri asks him how he is doing today "Sgt Barnes", he tells her "My name is Bucky" - this is a HUGE step up from "who the hell is Bucky?" in TWS, and his 'I'm not him, I don't know if I can be him' to Steve in Civil War (can't remember the exact line). He is reclaiming his own identity, slowing breaking free of the shackles of the Winter Soldier. This is reflected in what he wears into battle: he looks a little Winter Soldier-ish with a new vibranium arm, courtesy of Shuri (can't wait to see what gadgets she's put in there), but also a new uniform that directly and specifically calls back to his Howling Commandos uniform.
