I'm not quite sure what the 125 range for rifles converts to in RL units, but rifles (even muzzle loaders) should have more range than any bow. I've done some thinking and I would redo infantry ranged weapons like this.
1. Muskets (Levy Infantry, Matchlock Kachis) - Shortest range after pistols/grenades, Moderate RoF, Below average accuracy (kachis > levies)
2. Bows (Bow Kachi) - Longer Range and more accurate than muskets, good RoF, remains hidden while firing. Can be stopped by armor. Capable of Indirect fire.
3. Muzzle-Loading Rifles (Line Infantry through Imperial/Shogunate Infantry?) - At least 50% more range than muskets and better than bows, Slightly less accurate than bows (typical soldier has had less practice with rifle than Kachi has had with bow). Slightly slower RoF than muskets (we assume Minnie balls) Higher quality troops start with better accuracy, RoF.
4. Breach-Loading Rifles (Elite Infantry, Carbine Cavalry) - Same as muzzle loading rifles, but now with slightly better RoF than bows. Carbines are less accurate and have slightly less range than infantry rifles.
