Interpretation/Translation
2 worlds; kou(also pronounced kinoe) world and otsu(also pronounced kinoto) world. It seems Kou world's official name is Shell (シェル) and Otsu world's scientific name from Shell's perspective is Arcies (アーシェス)...alternate/parallel universe?

The female indicated in the file's name is Ionasal Kukururu Pricielle (going to refer to her as Iona) and has apparently gone through some testing for the purpose of becoming(?) an S.H.W. Current talent is limited, but has a tremendous amount of potential, far surpassing workers(?). Synphograph indicats she's mild mannered and psychologically stable. Has somewhat of a geeky personality.

Shell is aware of Arcies existence

Investigative Method
Wave microelectronics devices (refering to Vita, android, psp, iphones, cellphones, aka terminals) use TCP/IP to access an information network in Arcies This is similar to TzW in Shell, and in Arcies, it acts as a continuous information network. Iffy about this part Wave microelectronic devices are connected to Arcies' information network and Shell plans on making contact by sending specific wave signals to those terminals.

There's a diagram indicating an S.H.W. connected to ArNosurge in Shell which I guess goes through a wave converter, connects to Arcies' network/internet then connects to a terminal. Think along the lines of a dive machine in Ar Tonelico. Reyvateil goes through dive machine and connects with a human in the other dive machine. In this case, the Reyvateil is an S.H.W., Shell's dive machine is the ArNosurge, the Vita is a human's dive machine so to speak, and the wave converter/network is the stuff that connects the two together.

Microelectronic Devices
Something about introducing these devices to the Shell without reason would result in 7th dimensional field of vision(?). Essentially, this puts the existence of both worlds at risk, particularly the psychological world of the beings (in both worlds?)

So some speculation and thoughts....
Wave science/wave physics governs Genomirai's world
TzW (Tz wave?) is the waveform emitted by Ar Ciel's sun
Shell sounds and is written similar to Ciel in Japanese (シェル vs シエル)...it's not unusual for pronunciations of the same word to change a bit over time.
The connection from Shell to Arcies seems like a primitive form of a dive machine
The images are reminiscent of mid-80s and earlier Akihabara; used to be the mecca of tube electronics, particularly tube audio equipment up until the 80s.

This almost sounds like it could be the first era of Ar Tonelico's history....predating the first reyvateil origin? Shit gets introduced from one universe to Shell's universe, becomes the catalyst for both genetic and technological development of reyvateil/dive machine and takes off from there?
