Denji still has a moral code. Even during the International Assassin's arc itself, he refused to kill the citizen dolls because he couldn't bring himself to it, in fear that it still could house the minds of the original people that used to be them, while it could've spread and killed more and more citizens.
He lost an arm saving a man from the Katana Hybrid, even told Reze that he won't be able to sleep easy at night if people die because of him, and more examples. Why would Denji let six people die over a cat?
One may argue that Denji also thought that, by effectively not caring about humans that wouldn't benefit him (a trait that Denji has shown), he technically wouldn't be held accountable anyway. He saved more innocents by letting six die, and also saved a cat, that's nice! The public should talk about the beautiful sacrifice at hand, including his dilemma.
