1) Ever wonder why Dawn agreed to this trade so easily? We all know something was up, it is out of character for Dawn. She had a hidden agenda. Dawn knew that Noah would return because she was counting on using Beth to trade for Noah, not just for the cops. She knew that Noah would do anything to prevent a conflict and also to save Beth because he is a good person. She re-enforced what Beth suspected earlier, everyone uses everyone.
2) So in response, Beth used Dawn get what she wants, which is to free these people from Dawn. There was no way she could've killed Dawn with the scissor. Even if she could, let's say stab her in the eye, Beth didn't. Beth deliberately stabbed her in the shoulder, and the left one too. She knew Dawn would instinctively draw and shoot her in the head. This is why Dawn was shocked because she didn't anticipate Beth's plan. Beth also counted on someone from Rick's group to kill Dawn. This was her plan all along. She used Dawn and used Daryl to get what she wanted, which is to free these people.
3) Why use Daryl? She could've stabbed Dawn in the eye, right? The reason Beth didn't is because she is a good person, she couldn't flat out murder Dawn. This was reflected earlier when she said that everyone uses everyone to get what they want, but they don't have to live with it. Beth had to live with it, because they used her to kill. She has to live with killing 1 doctor and 1 cop, not counting the one that almost raped her. She was consumed by those killings. She used Dawn and Daryl and didn't have to live with it.[/SPOIL]
