"Your name became widely known with the release of Fallout and to this day many fans believe that you are the only one who can bring us another "true" Fallout game. Now that the Black Isle Studios at Interplay are closed and Van Buren/Fallout 3 was canned in favor of an action-RPG title for the PS2 and XBOX, many Fallout fans fear that there won't be any "true" Fallout games in the future. Would you like to buy the Fallout license from Interplay to do another Fallout?
I would like to buy it, but Interplay is not offering it for sale right now, and I doubt I could afford the license even if they did offer it. As an alternative, I would be up for developing Fallout 3 with Interplay."

"Although many people probably have heard of you, could you please introduce yourself and tell us something about yourself? For example, what was your first contact with roleplaying games?
I first started playing RPG’s in high school, and I had an unusual first contact with them. I played AD&D with my mother and some people from her office (she worked at the office of the Judge Advocate General, or JAG, for the US Navy, of all places). I was hooked immediately and got all the books, and then I discovered the Ultima series on my Atari 800. I knew then that I wanted to make these games, but I went to college and then graduate school before applying for a job at Interplay in 1992."

The Story:
Neither Fallout 3 nor Baldur's Gate 3 were ever officially announced. However, rumors that both titles were in development at Black Isle ran rampant for a while. The project code names "Van Buren" and "Jefferson" were believed to be Fallout 3 and Baldur's Gate 3, respectively.
An official Black Isle forum moderator stated that "[Black Isle Studios] is not working on BG3 nor will they at any foreseeable future date." However, the moderator goes on to explain that a licensing conflict with Atari left Interplay in the position of keeping the Baldur's Gate license for console titles (thus the Dark Alliance games) but not for the PC.
However, there were details revealed on what was presumably the next Baldur's Gate title for the PC. From another official message board comment: "The story was not a continuation of the Bhallspawn saga. It was an original story, believed to be set in the Dalelands of the Forgotten Realms, sharing the Baldur's Gate name in title only, not plot or story elements."
Even more details were available about Van Buren. An extensive forum post from Black Isle developer J.E. Sawyer in the summer of 2003 made various references to design details on an upcoming RPG, and the many mentions of Fallout made it tough to think he wasn't talking about Fallout 3.
Our Take:
It's very likely that both sequels were under active development. The most relevant thing here, however, is that Black Isle Studios, as a development entity, is dead. Unless Interplay comes forward with information to the contrary, our best understanding is that Black Isle is being kept as a publishing marque for Interplay's RPG-flavored titles. Given this, even without the licensing tangles, Baldur's Gate 3 and Fallout 3 are dead as they stand.
Our assumption is that Interplay decided that the console-based Dark Alliance games were a better investment than another Baldur's Gate RPG on the PC, which unfortunately left the smaller but hard-core PC RPG audience in the lurch. There are rumors that Interplay is fighting to get the Baldur's Gate PC license back from Atari, but no reason at this point to raise hopes.
It's possible that another developer could take up the reigns on either of these projects, presumably on behalf of Atari, but without lead developer J.E. Sawyer, who is no longer with Black Isle or Interplay, it seems doubtful.
Bottom Line:
Dead as they stand.
