civic hall or civic center is where citizens go and hang out and do some random stuff together, maybe events and shit
those are the places that every city has and no one actually goes there, except old people and the homeless

Basically, in Vietnamese, it would be "Nhà văn hóa phường/xã/quận/huyện". Right?

Never been to one, so not sure if they are really the same.
