Bạn post thử hình bản đồ lên xem. Mình nhớ là chỉ cần mình có thành trong quận nào đó thì có thể xài lệnh campaign mà (mình xem lại gamefaqs thì cũng như vậy). Hay là bạn (ruler) đang nằm ở 1 thành mà cả quận đó đều bị bạn chiếm rồi???
FYI, more info abt campaign:
Now,you must have ATLEAST 1 city in the area you want to campaign
in.Before EVERY Campaign,you have a chance to ally with a force
that is in the area your attacking.To do this Diplomacy,there has
to be two other forces in the area your attacking.Then you have to
send someone to go try to make an alliance with the opposing force.
If you send yourself,and if the opposing force denies you,youll have
a chance to debate their best debater to try to make an alliance.
If you win,you make the alliance,if you lose,you dont make the alliance.
To win the Campaign,you must control EVERY city in the region your
attacking.If you LOSE all the citys that are yours in that region,
you lose the Campaign.Also,if the Commanding Troop loses,you lose
too.All the Citys that were captured by your force will become FREE
CITYS.

Winning

If you win a Campaign,you now control EVERY city in that region.
You also get to choose the fates of all the prisoners YOUR troop
captured.If another troop captuers prisoners,theyll choose the fate
of the captured prisoners.
Losing

You might become a Prisoner.Also,all the citys you captured will
become FREE CITYS,and youll lose all your citys in that region.
