When RPG Maker 95 came out, people started to discover and want more amateur game creation tools, so an attempt was made to bring over Sim RPG Maker. Though the translation was never finished, it was still made available to the creative public.
The engine itself is arguably very limited - creating games in it tends to be fairly straightforward, but also, unfortunately, inflexible. Games created with this engine are focused around strategic battles in which players move their units (battle characters) on a graphical field, seperate the units, and use the units to attack. This is the typical style of the japanese-created "Strategy RPG" genre - akin to classics such as Shining Force, Final Fantasy Tactics, and Fire Emblem, while mixing various elements of each.
Those willing to accept the limitations of the system itself will find that having the maker entirely customized towards this goal will make the process of creating an SRPG much easier than attempting it in any other maker. Those who don't like the limitations are probably better creating their own system from scratch in a more open-ended maker.
