Street Fighter has not changed its basic set up for controls in 20 years so you are pretty safe. You may have to use a Kick and a Punch instead of two kicks or two punches, they may change a charge to a half circle or vice versa but at the core, its still the same Shoryuken based system.
So really, Play with whatever works for you.
However the generally accepted wisdom on the subject is this:
1: Playing with an Arcade stick is the best, its clean, its precise and if you want to hit the true skill ceiling you are going to want a good Arcade stick behind you.
X-Arcade, Mad Catz SF4 Tournament Fight Stick, or a Custom Built SANWA setup is ideal.
Avoid the Hori Fighting Stick EX 2 & the Mad Catz SF4 Fight Stick because the stick itself uses a square gate which makes smooth and fluid circular motions difficult.
For a stick for Street Fighter you really want a circular gate for fluid quarter circle and half circles.
2: Control Pads are for people who grew up playing fighting games at home on the console. A Control pad is limited by the quality of its D-Pad and even the best of players with the best of pads will have difficulty hitting combos every time as sometimes with pads the moves are just not "there."
The Sega Saturn Series II pad is considered the Ultimate fighting pad, it has a responsive, fluid D-Pad, is comfortable in the hands and the buttons are super responsive. If you can find an old Sega Saturn Pad there are USB Mods and Adapters that will allow you to hook the pad up to the PC.
The Sega Saturn pad was recently reprinted in Asia, but they were all snatched up and now the only thing floating around e-bay are the $30 Chinese knock offs made of cheap plastic and 2nd grade materials.
The Mad Catz Street Fighter IV Control Pads are modeled after the Sega Saturn Series II Pads and they are excellent pads. You can still find the occasional one floating around walmart, best buy or gamestop. But good luck in getting the Art that you want, as they were released under the same item code, so there is no way of knowing which pad is which.
I was lucky and found a Blanka pad at our Local Best Buy, the warehouse had shipped out 5 pads to several states as overstock and one just so happened to end up in our local store as I was there... snatched it right up. Wanted Chun-Li but really the art doesn't matter, its whats under the hood that counts and the Mad CatZ pads are beautiful.
Not quite Sega Saturn quality but very close.
Mad Catz is reprinting the Fight Pads, and a Game & Controller Pack will be available to buy for the PC version. however no one knows yet if the reprints are of the same quality as the original releases.
Or you could go completely retro and snag a 6 Button Genesis Pad. A little less responsive than the Saturn Pad but still better quality than 99% of the PC Gamepads you will find on the market.
Saitek also do some good pads for the PC, not the same quality as the Sega Saturn or Mad Catz SF4 Pads, but for the price they are exceptional.
The Saitek P990 is the current favorite, but you can find older models on Amazon, such as the P2500 Rumble Force and the P2600 Rumble Pad.
The Pad to avoid is the XBox 360 pad. While its an amazing pad for shooters, racing games, platforms and pretty much everything... it sucks royally for Fighting Games because of the unresponsive D-Pad and the 4 Button Layout when for Fighter you need a 6 Button face.
The PS3 Controller has a decent D-Pad, but also suffers from the 4 button layout VS the 6.
3: Keyboards are usually thought of as the worst thing you can have for gaming. G15's & G11's are functional in terms of responsiveness and the ability to register more than 2 simultaneous button presses, and a Good Keyboard will be better than a bad Game Pad, but the keyboard really does lack the fluidity of movement and precision and intuition that is required for high tier competition.
