[SPOIL]Gabumon - Recruitable via plot. Return to where you encountered him during the tutorial battle and find him again. He returns to run the storage bank.
Wanyamon - Recruitable in Signpost Forest.
Meramon - Recruitable from Signpost Forest, find 5 Green Digimushrooms in Signpost Forest and give them to him. He returns to the city and opens up the restaurant.
Greymon - Battle in Signpost Forest. After defeating, he returns to run the 1F for the DigiTower. Free Battles and Tournament mode unlocked. Bring an Adult/Champion Digimon at least to face him.
Tsukaimon - After progressing the story, talk to Niko and Akiho near the meat farm. This triggers an event where Niko and Akiho run out of the city. You'll find Niko near one of the buses on Railroad Plains. Interact with the bus (try different things) to recruit Tsukaimon. Also note that you need Tsukaimon in order to recruit Growlmon and unlock the area that he's guarding. (Fluorescent Caves)
Chuumon - After progressing story plot, appears at Beach Area. Defeating him nets you a program that lets you walk on water. Be warned, he isn't such a pushover either.
Kamemon - After recruiting Chuumon he should be across the water, he'll teach you to fish, then joins the city.
Impmon - Is visible once entering the Sunken Capital (need confirmation on location's name). Talk to him and locate a Giant Orange Anemone one map away from the area where you talk to Impmon. It's sitting on some rocky area near a wall. Bring a Digimon that knows a fire move and attack it. After that, return to talk to Impmon who will now join the city.
MarineAngemon - Also in Sunken Capital, requests you to find a 'cute' item, which in this case is a 'Cute' Starfish. The Starfish appear as items on the ground, different from the regular ones. You'll know because you can pick them up. Pick up a few that you see in the area and talk to him. Once he gets the right item, he'll join the city. The rest can be discarded.
MegaSeadramon - After battling it with Mirei and Angewomon (part of plot), it'll run off somewhere in the same area. Find it and talk to it again. He requests fish, so fish up, and give it to him and he'll join the city. Good chance to learn some water techs if you have a water Digimon.
Seadramon - Fishing in one of the areas in Sunken Capital will trigger an event whereby Seadramon appears, defeat him and he'll join the city. Good chance to learn some water techs if you have a water Digimon.
Palmon - After acquiring 10 prosperity points in the city, appears in Signpost Forest. Pick the second option when it's asking for directions to send it back to the city. Upgrades the Meat Farm and gives Giant Meat.
Kudamon - One of the paths in Signpost Forest leads to the Swamp of Ancient Bones. You'll see a strange white tail sticking out of the ground. That's Kudamon stuck in the ground. You'll need a Digimon with at least 700 strength/offense/attack to pull it out. Upgrades the Meat Farm, gives Sirloin.
Goburimon - You'll find him at the swamp guarding Night Canyon's entrance. Pick up the stone pieces in the same map as Goburimon, after that, talk to him and he'll join the city.
PicoDevimon(DemiDevimon) - You'll also find him at the swamp after recruiting Goburimon, at the moment unsure if he only appears at night, but he appears in the same map as where you recruited Goburimon, near a giant log. Clear the training mini-game (should be relatively easy) and he joins the city.
Guilmon - Unsure about this for now.
Growlmon - Upon reaching 15 prosperity points and recruiting Tsukaimon, Growlmon and Fluorescent Caves will also be unlocked. Go inside and talk to Growlmon and Tsukaimon who are staring at a tree, return in 2-3 days and Growlmon will join the city.
Garurumon - Garurumon is in Fluorescent Caves once you enter you'll see him at a corner with 3 bombs. He requests that you clear his hard mini-game training and he'll join the city after. Interesting to note that he does nothing in the gym at all.
Leomon - In Fluorescent Caves he's in front of a path covered with rocks. To clear the rocks you need between 500-700 strength/offense/attack (not sure). After you clear the path, he'll head into the next area (Gravel Wastelands). Enter the area to locate him almost immediately, and he'll join the city.
Biyomon - Located in Fluorescent Caves, answer her questions in the order of 2-2-3-2 and she'll head to the city. She upgrades the restaurant.
BlackWereGarurumon - Located in Gravel Wastelands, wear a hat for an accessory for your Digimon, return in the morning, select the first option that isn't giving him your HP Disks and he'll take your hat and head to the city. Go to the Digitower and talk to him to get your hat back.
Tailmon(Gatomon) - In the Swamp of Ancient Bones you'll find Tailmon sitting on some shrooms after defeating it in the story plot (with Yuuya involved), give it a Medium Recovery Disk and it'll join the city.
Birdramon - Located also in the Swamp of Ancient Bones, you'll find her guarding a few eggs. As per DW1, she thinks you're a thief. Defeat her, and then talk to her. She says to return in 2-3 days after the eggs have hatched, and she'll join the city. Same role, transporter.
Poyomon - Recruitable from Night Canyon. He's waiting at a dead end. Answer the questions with 2,2,2,1 after it moves again, 2,2.
Sunflowmon - In Fluorescent Caves, stands near the exit to Gravel Wastelands, and near where Biyomon was located. Talk to her and there's a scene with a potted plant. Recruitment method could be one of the following: 1) Return after 3 hours. 2) Return the next day before 3pm. Joins the city after another scene with the potted plant.
Botamon - Somewhere in Gravel Wastelands, just converse with it and it'll join the city.
Lilamon - In the Volcano area after Gravel Wastelands, you need a Digimon with Water Move to cool her down from the heat. She doesn't join immediately after. Return after defeating BlueMeramon and she'll join the city.
BlueMeramon - Defeat BlueMeramon and he'll enquire about the city's restaurant. After that he'll head to where you first met Lilamon. He'll join the city with her.
BlackWarGreymon - On the same area as BlueMeramon, you'll find BlackWarGreymon on the other end. He mentions something about the Colosseum's 40th Floor. Maybe you need to achieve that before he joins the city. Unconfirmed.[/SPOIL]
